The Mobility Plan has the potential to change the face of the City and to play a significant role in shaping the City’s future land use and transportation patterns for the next century.

In summary, this innovative multi-modal transportation plan will look at moving people, not just cars. Presently, the City’s transportation plan looks at how to fund road improvements not mobility improvements.

Changing the paradigm will allow for the funding of improvements to the transportation system for a variety of mobility options, not just improving how cars get around. The plan includes four main components:

  • Citywide Mobility Strategy – As part of the strategy, recognize that geographic differences exist in land use and mobility needs. Design mobility districts to customize the strategy – “one size does not fit all areas.” 

  • Complete Streets Assessment – This assessment will look at the existing rights-of-way to see how multi-modal concepts can be implemented throughout the City by utilizing alternative multi-modal rights-of-way cross-sections for use in designing future transportation systems. 

  • Mobility Funding Strategy - An important component of the Mobility Plan is development of a new funding strategy to support future multi-modal improvements. 

  • Downtown Circulator Assessment - The City-wide study will to explore the feasibility of an area-wide circulator serving downtown Sarasota.

Citywide Mobility Plan Public Workshop – May 16, 2013




Sarasota’s Citywide Mobility Plan is an initiative to integrate land use, transportation system planning and design, and transportation funding.  As part of this process, the City is exploring ways to provide more flexibility in how existing revenue sources and developer contributions can, in addition to traditional road improvements, be used to fund bicycle, sidewalk, and transit projects identified by the public.  The City is also examining strategies to modify the development review process to be more consistent with the City’s adopted Future Land Use Map. 


A public workshop was held on May 16, 2013, to solicit input from the community regarding several key funding and policy issues.

Results of Mobility Improvement Open House

On February 7, 2013, the City of Sarasota hosted an open house discussion about future multimodal improvements. The goal of this open house was to gather public input regarding road, bicycle, pedestrian, and transit improvements to be considered for inclusion as priorities in the Citywide Mobility Plan.
